It's true that you usually use the -u syllabes when converting lone consonants to Engrish, but the T- and H- are specifically exent, precisely because the consonant is different.
That is, there is no "Tu" or "Hu", they are "Tsu" and "Fu", and therefore we use "To" and "Ho" for both "t" and "h"
